Licensed by the Electrical Workers Registration Board, an Electrician is allowed to install, connect and maintain cables, electrical fittings and appliances. This includes connecting anything to a power supply. In other words, they are the guy (or girl) you need to call whenever something electrical has gone wrong or needs doing.

They must certify their electrical work with the appropriate certificate of compliance and/or electrical safety certificate within 20 working days after connection (Electrical (Safety) Regulations 2010 section 74E).

An electrician is allowed to train an apprentice, but the apprentice must work within the limits of what the electrician is qualified to do.
